Allows user to define a histogram
Enter: Ehi Weight

Range : Ehi >= 0. && Weight >= 0.

Weight	type d	Omittable : current value is used as the default value.
Junk	type d	Omittable : current value is used as the default value.

file [HistFile]

import the arb energy hist in an ASCII file
